Law No. 164 of 24 August 2011, adopted by the Chamber of Deputies punishes the crime of trafficking in persons. The new law defines trafficking in persons as:
a. The enticement, transportation, harbouring, detention or sheltering of a person;
b. By means of the threat or use of force or abduction, deception, abuse of power or a position of vulnerability, or the giving or receiving of payments or benefits or the use of such means against someone having power over another person;
c. For the purpose of exploiting that person or facilitating his exploitation by others. The consent of a victim shall be irrelevant where any of the means set forth above have been used.
