Article 28 of the Constitution of the Republic of Cabo Verde in 1992, and amended in 2010, includes the following provisions:
1. Human life and the physical and moral integrity of the human person shall be inviolable.
2. No one may be subjected to torture, or to treatment or punishments or treatments that are cruel, degrading or inhumane, and under no circumstance whatsoever shall there be a death penalty.
