Since the advent of online car-hailing business model, there have been many vicious cases in which women had been raped and killed by drivers. In order to regulate the online car-hailing services and to ensure operational safety as well as legitimate rights and interests of passengers, in July 2016, seven ministries including the Ministry of Transport and the Ministry of Industry and Information Technology jointly issued the “Interim Provisions on the Administration of Online Car-Hailing Operations and Services”, imposing strict requirements on the qualifications of online car-hailing platform and drivers. In May 2018, the Ministry of Transport issued the “Reputation Assessment Measures for Taxi Services”, officially incorporating online car-hailing service into the assessment system. By measures such as enhancing the supervision of “the qualifications of the drivers” and “the employment process”, the violence against passengers is prevented and reduced.
