The National Referral Mechanism (NRM) was set up with the aim of strengthening the interdepartmental collaboration and the collaboration between the state and NGOs through memorandum of understanding. The NRM was a result of the focus given by the Government of Cyprus to effectively tackle the issue of trafficking at the administrative level. The tools provided by this mechanism have paved a roadmap for all actors involved and it clarifies the responsibilities and duties of everyone involved. At the same it allowed for a structured and targeted response, better collaboration, accumulation and sharing of experience and knowledge. All competent authorities cooperate within this framework to ensure that victims have access to their rights and therefore enjoy their full rights in relation to assistance and protection.
