The Ministry of Social Development (MSD) provides funding to a partnership of non‑government organizations (NGOs) that deliver several helpline services using MSD technology and infrastructure. One of the lines that is provided is for SHINE (formerly Preventing Violence in the Home), an NGO, to provide a free emergency helpline predominantly to women experiencing family violence.
This service accepts calls from all women throughout New Zealand. The service is provided in English but helpline operators also have access to the Office of Ethnic Affairs language line should clients need services in another language. This helpline was developed by SHINE, based on the need in its community and later received part funding by MSD. SHINE is the largest provider of domestic violence services in New Zealand and its helpline is well advertised in various media.
