The Baseline Review of Tonga research was part of the wider Pacific Prevention of Domestic Violence Programme (PPDVP). The PPDVP is an initiative of the New Zealand Aid Programme (NZAID) under the International Development Group of the Ministry of Foreign Affairs and Trade New Zealand Police (NZPOL) and the Pacific Islands Chiefs of Police (PICP). The program builds on earlier NZAID and NZPOL support for domestic violence prevention in the Pacific. It was created in 2007 and updated in 2011. The key successes of this update was the establishment of a Domestic Violence Unit in the Central Police Station and the domestic violence response “no drop” policy77; Tonga – A Situation Analysis of Women, Children and Youth: Government of Tonga with assistance of UNICEF.
